Authorized Agent Route Simplifies Submission
This alternative arrangement is particularly beneficial for elderly NRI pensioners and family pensioners residing overseas who find digital processes difficult. Under this system, an authorized agent can present the life certificate, removing the need for the pensioner's physical presence in India.
However, the certificate must be authenticated by one of several specified authorities to ensure its validity. These include a magistrate, a notary public, a banker, or an Indian diplomatic representative in the pensioner's country of residence. This crucial step ensures the legitimacy of the submitted document.
Why Digital Submission Poses Challenges for NRIs
Jeevan Pramaan, an Aadhaar-based, biometric-enabled digital life certificate system, was designed to simplify the process by eliminating physical visits to pension disbursing authorities. Despite its convenience, several factors can make digital submission problematic for overseas pensioners:
- Biometric Failures: Age-related changes in fingerprints or facial features can lead to authentication issues.
- Aadhaar-Linked Mobile Number: The absence of a working Indian mobile number linked to Aadhaar can hinder OTP-based verification.
- Digital Literacy: Many older pensioners may struggle with navigating mobile applications, websites, and complex digital verification procedures without assistance.
Other Available Options for Overseas Pensioners
Beyond the authorized agent route, NRI pensioners have other avenues to submit their life certificates:
- Bank Authentication: Pensioners drawing pensions through banks covered under the Second Schedule of the RBI Act, 1934, can have their life certificate authenticated by a designated officer at their bank, again without requiring personal appearance.
- Indian Diplomatic Missions: Indian Embassies, High Commissions, or Consulates in the country of residence can issue a life certificate. An authorized diplomatic official will verify details using documents such as the Pension Payment Order (PPO) or passport.
These multiple options aim to significantly reduce the burden on NRI pensioners, ensuring they can fulfill their annual life certificate requirement without undue hardship.
