Homebuyers in Noida's sprawling Jaypee Wish Town project are raising serious concerns over persistent delays, incomplete infrastructure, and alleged deficiencies in construction quality. This outcry comes even as occupancy certificates (OCs) have been issued for several towers within the township.
Homebuyers Allege Stalled Progress and Poor Quality
A group of frustrated homebuyers recently met with Noida Authority officials to voice their grievances. They contend that essential services and crucial supporting infrastructure remain unfinished in various parts of the extensive township. Among the specific issues flagged are falling plaster, non-operational lifts, incomplete fire-safety systems, and inadequate water and sewage infrastructure. Additionally, common facilities such as clubhouses, internal roads, sewage treatment plants, street lighting, and landscaping are reportedly either unfinished or non-functional.
The buyers attribute these delays and alleged shortcomings to the Mumbai-based Suraksha Group, which took over the responsibility of completing the stalled projects of Jaypee Infratech Ltd (JIL). They claim that possession for some towers is stalled despite OCs being issued because fundamental facilities necessary for habitation are still not ready.
Anirudh Gupta, a homebuyer, expressed his dismay, stating he booked his flat 14 years ago and paid 95% of the total price by 2012, yet possession remains pending. Another buyer, Sudhir Gupta, invested nearly Rs 80 lakh out of a total flat cost of Rs 1.1 crore and is still uncertain about the delivery timeline.
Questions Raised on Resolution Plan Implementation
Homebuyers are also questioning the execution of the resolution plan approved by the National Company Law Tribunal (NCLT) in March 2023. They allege that the Suraksha Group was mandated to deploy 12,000 workers to ensure timely completion but has failed to meet this requirement, leading to further delays.
Noida Authority and Government Intervene
In response to the growing concerns, the Uttar Pradesh government recently constituted a five-member committee. This panel is tasked with examining the Suraksha Group's progress at Wish Town, specifically verifying if construction adheres to approved project reports and layout plans, and if funds collected from homebuyers are being properly utilized for construction purposes.
Santosh Kumar, an OSD with the Noida Authority, assured buyers that officials would conduct a tower-by-tower inspection of the project to thoroughly address their complaints and ensure compliance.
Suraksha Group Cites Progress
In contrast to the homebuyers' allegations, the Suraksha Group has disputed the claims, asserting that it is executing the project in strict accordance with the approved resolution plan. A company official stated that construction has been completed in 84 of the project’s 159 towers, encompassing 7,913 units. They further reported that occupancy certificates have been secured for 42 towers (4,213 flats), with applications for OCs for an additional 28 towers (2,385 flats) already submitted. The developer also highlighted that 15 of the township's 22 clubhouses are currently in an advanced stage of development.
