Noida and Greater Noida have implemented stringent new regulations at Compressed Natural Gas (CNG) refilling stations, impacting thousands of drivers. Under a recent directive from the Gautam Buddh Nagar administration, CNG pump operators are now mandated to verify a vehicle's hydrotest certificate and inspect its compliance plate before dispensing fuel.
This means that vehicles fitted with CNG cylinders that are over three years old or do not possess a current, valid hydrotest certificate will be refused service. The move comes as a direct response to a cylinder blast accident at a CNG pump in Delhi, prompting local authorities to escalate safety protocols across the district.
Mandatory Hydrotest Verification
Pump staff have received explicit instructions to meticulously check the date of the last hydrotest displayed on the cylinder's compliance plate. According to the Motor Vehicles Act of 1988, all CNG-fitted vehicles are legally required to undergo hydro-testing of their cylinders every three years. This regular testing ensures the structural integrity and safety of the high-pressure cylinders.
The administration has underscored that refuelling will only proceed after confirmation of both a valid hydrotest certificate and the details on the compliance plate. The date of the last test is now a critical part of this mandatory verification process, ensuring that only compliant vehicles receive CNG.
Understanding the Risks of Older Cylinders
The decision to tighten these checks stems from significant safety concerns associated with aging CNG cylinders. Continuous refilling for several years can lead to internal corrosion and a gradual weakening of the cylinder's material. This degradation increases the risk of valve leakage, a dangerous precursor to more severe incidents.
Crucially, the possibility of a cylinder exploding during the high-pressure refilling process rises significantly if the cylinder's integrity is compromised. These new measures are designed to mitigate such risks and protect both vehicle occupants and gas station personnel.
