India Launches ₹84,084 Crore 'Samudra Manthan' Mission to Slash Oil Import Bills

India, the world's third-largest crude oil consumer, has approved the ambitious ₹84,084 crore 'Samudra Manthan' mission. This major offshore exploration program aims to boost domestic oil and gas production by March 2031, significantly reducing the nation's hefty import bill.

India has embarked on its most extensive offshore oil and gas exploration endeavor yet, the 'Samudra Manthan' mission, backed by an allocation of ₹84,084 crore. Approved by the Union Cabinet, this initiative seeks to substantially reduce the nation's reliance on crude oil imports, which currently cost approximately ₹13 lakh crore annually.

Addressing India's Energy Challenge

As the third-largest consumer of crude oil globally, India faces significant energy security challenges due to its heavy dependence on imports. Global conflicts and supply chain disruptions frequently highlight the vulnerabilities associated with this reliance. The 'Samudra Manthan' mission, slated to run until March 2031, is designed to bolster India's energy self-sufficiency by discovering and harnessing new hydrocarbon reserves beneath the sea.

The Importance of Offshore Exploration

Many of India's existing onshore and shallow-water oil and gas fields are experiencing natural depletion, with production declining by 6-7% annually. Experts believe that the country's most significant untapped reserves lie in deepwater and ultra-deepwater offshore areas, including the Krishna-Godavari, Cauvery, Mahanadi, and Andaman basins.

Exploring these deepwater regions is both capital-intensive and high-risk. A single deepwater exploration well can cost between $125 million and $150 million, and it typically takes 5-10 years from the start of exploration to achieve commercial production.

Key Components of the Mission

The 'Samudra Manthan' scheme aims to mitigate the financial risks for companies involved in offshore exploration, encouraging greater investment. The government will offer financial support covering up to 50% of drilling costs, capped at ₹675 crore per well. The mission is structured around four primary components:

  • Seismic Data Acquisition: ₹28,534 crore for collecting and processing advanced offshore seismic data to identify potential reserves.
  • Deepwater Drilling: ₹43,200 crore to drill 60 deepwater exploration wells, with government support for eligible expenses.
  • Infrastructure Development: ₹10,000 crore dedicated to building common offshore infrastructure to accelerate the commercialization of future discoveries.
  • Manufacturing Zones: ₹2,000 crore for developing oil and gas manufacturing and services zones, fostering domestic production of equipment and services.

Reforms Paving the Way

The Ministry of Petroleum and Natural Gas indicates that the mission builds upon several recent policy reforms. These include opening nearly 99% of India's Exclusive Economic Zone (EEZ) for exploration, transitioning from a production-sharing model to a revenue-sharing system, and updating relevant legislation such as the Oilfields (Regulation and Development) Amendment Act, 2025, alongside new Petroleum and Natural Gas Rules. These reforms aim to streamline decision-making and attract investment.

Expected Benefits for India

Should the exploration efforts prove successful, the 'Samudra Manthan' mission is projected to significantly increase India's domestic oil and gas production from approximately 62 million metric tonnes of oil equivalent (MMTOE) to 80 MMTOE annually. Furthermore, it aims to expand India's estimated hydrocarbon resource base from 1.6 billion tonnes of oil equivalent (TOE) to 2.2 billion TOE. The government anticipates that this additional domestic output could reduce crude oil imports by nearly ₹1 lakh crore each year, enhancing India's long-term energy security and cultivating robust domestic capabilities in deepwater exploration.
