India's electricity grid is under increasing strain as a deficient monsoon season continues to suppress hydropower generation, pushing the country towards a potential power crunch. Data reveals a significant decline in hydro output, coinciding with persistently high electricity demand driven by elevated temperatures and agricultural needs.
Monsoon Deficiency Impacts Hydropower
Hydropower generation across India has seen a nearly 12% year-on-year drop through August 29, according to Power Ministry data. This decline marks the fourth consecutive month of reduced output, primarily due to insufficient rainfall. August alone recorded more than 16% below the long-period average precipitation, a condition exacerbated by a strengthening El Niño phenomenon contributing to drier weather patterns.
June, which was India's driest in 12 years, saw a precipitous 21% plunge in hydropower generation – the steepest such decline since February 2024. While rainfall showed a brief recovery in July, conditions weakened again in August. Forecasts indicate below-normal precipitation for the final month of the June-to-September rainy season, worsening an already challenging outlook after a 14% deficit that has depleted soil moisture and reservoir levels.
Elevated Demand Strains the Grid
The monsoon shortfall has not only reduced supply but also kept ambient temperatures high, compelling farmers to increase their reliance on electricity for irrigation. This sustained high power demand, particularly as solar generation fades after sunset, has led to persistent small shortages during evening hours. Earlier this year, the government took steps to mitigate potential shortfalls by extending an emergency rule to keep a large coal-fired power plant operational through the monsoon season.
Hydropower's Role in India's Energy Mix
Hydropower constitutes nearly 11% of India's total electricity generation capacity, amounting to approximately 52 gigawatts. Despite New Delhi's vision for hydro as a critical component in expanding its non-fossil power fleet, its growth has been the slowest among major clean energy sources, including renewables and nuclear, over the past decade. The sector's inherent dependence on weather conditions, coupled with environmental and social challenges associated with dam construction, has hindered its expansion.
A significant portion of India's hydropower infrastructure consists of run-of-the-river projects, which rely directly on natural river flows rather than large storage reservoirs. While Himalayan projects benefit from seasonal snowmelt, facilities in other basins are more heavily dependent on precipitation, making them particularly vulnerable to monsoon variability.
