Gurugram, India – The enforcement wing of the Department of Town and Country Planning (DTCP) undertook a significant operation on Saturday, July 21, 2026, targeting illegal commercial establishments operating within residential zones of DLF Phase 4. The crackdown resulted in the sealing of roughly 35 floors spread across ten properties in the affluent Gurugram locality.
DTCP officials confirmed that the drive specifically targeted a wide array of unauthorized businesses, including paying guest (PG) accommodations, guest houses, clinics, gyms, spas, cloud kitchens, offices, and showrooms. These operations were found to be in clear violation of sanctioned land-use regulations and building norms.
Widespread Violations Across DLF Phases
District Town Planner (Enforcement), Amit Madholia, stated that the ongoing action is a direct result of court directives aimed at curbing illegal constructions and commercial units within residential colonies across DLF Phases I to V. The department has previously issued notices to over 5,000 properties in these areas for similar infractions.
During Saturday’s operation, enforcement teams identified multiple residential houses that had been converted into commercial hubs. Among the properties sealed were an entire 18-room PG accommodation and a 22-room bed-and-breakfast guest house. An illegally constructed office in the stilt area of one guest house was also sealed. Additionally, a car-detailing showroom faced sealing, with adjacent unauthorized constructions being demolished.
Specific Cases of Enforcement
- A yoga center, clinic, and hospital, operating from the basement to the third floor of a single residential plot, were all sealed.
- Another 14-room building was entirely sealed due to various violations.
- One property saw an office in its basement and a gym on the ground floor sealed, alongside a cloud kitchen operating from another basement.
Madholia highlighted a positive outcome where one property owner voluntarily removed an illegal office and a family room from the stilt parking area, restoring the building to its original layout. This proactive compliance meant no further action was required at that specific location.
Consequences and Future Steps
DTCP officials emphasized that sealing a property represents a severe penalty, rendering it unusable until all desealing procedures are completed. This typically involves the payment of prescribed fines and a demonstration of full compliance with all relevant regulations.
This recent drive follows similar enforcement actions taken on Friday, where the DTCP had sealed four illegal guest houses comprising approximately 50 rooms, an architect's basement office allegedly operating without permissions, and eight unauthorized servant rooms in stilt areas.
While officials have not immediately confirmed if any First Information Reports (FIRs) have been registered against the violators, Madholia appealed to all property owners to voluntarily take corrective measures, mirroring the actions of those who have already complied.
