Ex-Army Commander Calls for MoD-Skyroot Partnership to Dominate LEO Surveillance

Following the successful launch of Skyroot Aerospace's Vikram-1, a former Indian Army Commander has urged the Ministry of Defence to partner with the private space firm. He proposed a ₹1,000 crore investment to boost India's persistent surveillance capabilities in Low Earth Orbit.

In the wake of Skyroot Aerospace's historic Vikram-1 orbital launch, a prominent retired Indian Army officer is advocating for a strategic partnership between the Ministry of Defence (MoD) and the private space company. Lieutenant General Raj Shukla (Retd), a former Army Commander, has called for the government to allocate ₹1,000 crore from the defence budget to Skyroot, aiming to leverage its advanced launch capabilities for military applications.

Push for LEO Dominance

Lt Gen Shukla emphasized the need for India to assert dominance in Low Earth Orbit (LEO) for persistent surveillance and offensive Intelligence, Surveillance, and Reconnaissance (ISR). His remarks, made shortly after the Vikram-1 mission's success, highlight a growing sentiment within military circles to integrate India's rapidly expanding private space sector into the nation's defence strategy.

The Vikram-1, India's first privately developed orbital launch vehicle, successfully lifted off from the Satish Dhawan Space Centre on July 18 under 'Mission Aagaman'. This landmark achievement makes Skyroot Aerospace the first private Indian entity to place payloads into orbit from Indian soil.

Support from Other Military Veterans

Other retired military officials have echoed Shukla's proposal. Lieutenant General PR Shankar (Retd) revealed he had previously suggested a similar approach, emphasizing the 'lost opportunity due to lack of vision' in earlier years. Major General Ajay Seth (Retd) also congratulated Skyroot, hailing the launch as a significant milestone for India's startup ecosystem and noting India's position as only the third nation, after the US and China, to possess private sector launch capabilities.

Significance of Vikram-1

The Vikram-1 rocket, capable of delivering 350 kg into LEO, represents a major technological leap for India's private space industry. Constructed with an all-carbon composite structure, solid-fuel boosters, and a 3D-printed liquid engine, it showcases advanced indigenous engineering. The mission successfully deployed two satellites, SCOPE and Grahaa, along with other experimental payloads, including a technology demonstration from DCUBED and Cosmoserve Space's robotic arm designed for orbital debris capture.

Private Sector Momentum Post-2020 Reforms

The Indian government's decision in 2020 to open the space sector to private players has spurred significant innovation and investment. Since then, numerous startups, supported by ISRO and IN-SPACe, have emerged in areas such as launch vehicle development, satellite manufacturing, and space applications. Skyroot Aerospace had previously conducted a successful suborbital launch of Vikram-S in November 2022, paving the way for its orbital success with Vikram-1.
