Delhi's Vision for Digital Property Records
The Delhi government is preparing to enact the Delhi Land Records Bill, 2026, a significant piece of legislation designed to establish a comprehensive, digitised database for all properties across the national capital. Announced by Chief Minister Rekha Gupta's office on July 30, this initiative aims to assign a unique "Property Aadhaar card" to every residential and commercial property, encompassing both rural and urban areas.
This ambitious project seeks to streamline the delivery of welfare schemes, foster greater transparency in property transactions, and substantially reduce the pervasive land-related disputes that have troubled Delhi for decades. Once implemented, Delhi is poised to become the first city in India to possess a complete, floor-by-floor digital map of every property.
What the Land Records Bill Entails
The proposed Delhi Land Records Bill, 2026, mandates a citywide scientific survey of all properties, leveraging advanced technologies such as drones and aerial mapping. Each household will be issued a unique digital identity, dubbed the "Property Aadhaar Card," which will be securely linked to authenticated land records.
Beyond property details, this card will also consolidate information about the resident families, including caste, occupation, welfare schemes availed, and vaccination records, thereby creating a unified household database. The Chief Minister’s Office (CMO) indicates that these digitised records will be integrated with the government’s existing Family Card initiative to ensure more efficient distribution of essential services like welfare benefits and healthcare.
Building on a Successful Pilot
This citywide rollout builds upon the successful outcomes of a pilot project conducted under the central government’s SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) scheme. This pilot, which was tested in 30 rural villages within Delhi, effectively utilized drone technology to map residential plots and establish clear legal ownership, leading to the issuance of SVAMITVA cards to villagers.
The SVAMITVA scheme, a Central Sector Scheme of the Ministry of Panchayati Raj, was launched nationwide in April 2021 after its successful initial implementation. It focuses on ensuring clear ownership of rural properties, enabling asset monetisation, reducing disputes, and supporting village-level planning.
Why This Initiative Matters
For many years, the absence of a systematic and unified land records system in Delhi has created numerous challenges. These include difficulties in proving ownership, completing property transactions, settling inheritance claims, securing loans, obtaining building plan approvals, and resolving protracted court disputes.
With the introduction of the new system and authenticated digital property records, the government anticipates a significant reduction in ambiguity, a marked improvement in transparency, and a substantial decrease in land-related conflicts. This move is expected to bring clarity and efficiency to Delhi's property landscape.
