The Delhi Metro Rail Corporation (DMRC) has clarified its regulations regarding carrying alcohol, confirming that passengers are allowed to transport up to two sealed bottles of liquor on its trains. This rule, introduced in June 2023, aims to standardize guidelines across the entire metro network, including the previously exceptional Airport Express Line.
Understanding the DMRC's Liquor Policy
The DMRC's current guidelines permit each passenger to carry a maximum of two sealed bottles of alcohol. This policy was established following a review by a joint committee comprising officials from the DMRC and the Central Industrial Security Force (CISF). Prior to this, carrying liquor was generally restricted on most Delhi Metro routes, with the Airport Express Line being the sole exception.
Crucially, while carrying sealed bottles is allowed, the consumption of alcohol within metro premises, including stations, platforms, and trains, remains strictly prohibited. Passengers found violating this rule or causing disturbances while intoxicated may face action under metro regulations and applicable laws.
Cross-Border Travel and State Excise Laws
The Delhi Metro network extends beyond the capital, connecting to National Capital Region (NCR) cities such as Noida and Ghaziabad in Uttar Pradesh, and Gurugram and Faridabad in Haryana. This cross-state connectivity has raised questions about potential conflicts with varying state excise laws.
DMRC Managing Director Vikas Kumar emphasized that while the metro permits two sealed bottles, the excise laws of the particular state a passenger is travelling to will prevail. "If a commuter boards a train in Delhi with two liquor bottles and is headed to UP, then he should understand that he has to follow the excise rule of that state," Kumar stated. DMRC Principal Executive Director Anuj Dayal echoed this, clarifying that the DMRC operates within the excise laws of Delhi, Uttar Pradesh, and Haryana, and these state laws ultimately govern the permissible quantity of liquor.
The Delhi government's Excise Department had previously raised objections to the DMRC's 2023 rule change, asserting that interstate movement of liquor falls under excise laws and urging the DMRC to align its rules accordingly. Passengers are advised to be aware of the excise regulations of their destination state to avoid any legal issues.
