NEW DELHI – The Delhi Development Authority (DDA) board on Wednesday, August 14, 2026, gave its final approval to the Delhi Master Plan 2047. This landmark decision ushers in a new era of urban development, making it easier for residents to rebuild homes, expanding the city's metro network, and simplifying business procedures across the capital.
The comprehensive plan, alongside several related policy changes, aims to address long-standing demands for urban renewal and improved infrastructure. Key approvals include a new redevelopment policy for old residential structures, a crucial land use change for the Narela Metro extension, and significant amendments to building bye-laws designed to promote ease of doing business.
Easier Home Reconstruction for Delhi Residents
Homeowners in several DDA colonies, including Naraina Vihar, will see major relief with the approval of a uniform redevelopment policy for old two-storey houses. Many of these properties, some over 50 years old, have become structurally weak. Under the new guidelines, owners will receive redevelopment rights comparable to those for vacant plots, a move long advocated by residents and public representatives.
However, all reconstruction efforts must adhere to prescribed safety standards, fire-safety regulations, height restrictions, and the permissible Floor Area Ratio (FAR). This policy is expected to bring clarity and empower thousands of homeowners to safely modernize their aging properties.
Narela Metro Extension and Regional Connectivity
Commuting between northwest Delhi and Haryana is set to improve significantly following the DDA's approval of a land use change for 19.63 hectares in Narela Sub-City (Zone P-I). This area will now facilitate the construction of a metro depot for the Rithala-Kundli corridor, extending Delhi Metro's Red Line. This expansion is anticipated to benefit thousands of daily commuters traveling through Rohini, Narela, and neighboring Haryana regions, reducing travel times and alleviating road congestion.
The Metro extension is also expected to catalyze growth in Narela's emerging residential projects, proposed university hub, and local businesses, while contributing to a reduction in vehicular pollution.
Simplified Building Approvals for Businesses
In a major push for ease of doing business, the Unified Building Bye-Laws (UBBL)-2016 have been amended to streamline the process of obtaining building plan approvals in Delhi. These changes aim to reduce bureaucratic hurdles and accelerate construction permits.
Under the revised regulations, applicants are no longer required to secure prior No Objection Certificates (NOCs) from agencies such as the Delhi Pollution Control Committee (DPCC), Delhi Jal Board (DJB), Chief Inspector of Factories, or the Forest Department for building permits. This move is projected to cut down on paperwork, save time, and expedite the clearance of both residential and commercial projects.
Other Significant Development Decisions
- Roshanpura Village: Approximately 1.97 acres of residential land will be converted to public use for the proposed Veterinary Council of India headquarters.
- Sarojini Nagar: A 24,400 sq m plot at ‘Y’ has been re-designated from railway to residential use.
- Copernicus Lane: Land-use changes for bungalows 12, 14, and 16 have been approved to support higher education and research activities.
- Ghazipur IFC: Land-use changes were sanctioned for a waste-to-energy plant in Pocket C and a park in Pocket B, aligning with Delhi’s clean and green development goals.
- Mangolpuri & Keshopur: The notification of Mangolpuri Phase-I and Keshopur industrial areas has been cancelled, paving the way for improved maintenance and management.
