CEA Recommends E10 for Legacy Fleet
India's Chief Economic Advisor (CEA), V Anantha Nageswaran, has advocated for the reintroduction of E10 ethanol-blended petrol specifically for older vehicles. This recommendation, co-authored with Akash Poojari, a consultant with the Department of Economic Affairs, appeared in an opinion piece for The Indian Express. The proposal aims to address growing public concerns about the compatibility of E20 fuel with older vehicle models and to provide a smoother transition for the existing fleet.
Addressing E20 Compatibility and Public Panic
While Nageswaran acknowledged widespread complaints regarding E20 petrol damaging engines, he clarified that this assumption is largely incorrect for most modern vehicles. He explained that ethanol, having less energy density than pure petrol, leads to a minor reduction in mileage, estimated at 6-7% for E20, not the higher figures circulating publicly. However, the CEA highlighted a specific challenge with India's substantial fleet of 75-80 million older two-wheelers, particularly those built before BS4 norms and equipped with carburettors.
The Carburettor Challenge
Carburettor-based engines struggle to adapt to the higher oxygen content in E20 fuel. This leads to an imbalanced air-fuel mixture, causing the engine to run hotter. Furthermore, older rubber seals not designed for ethanol exposure can degrade over time, regardless of engine temperature. While retrofitting these seals is inexpensive, the sheer scale of upgrading millions of vehicles individually would be a multi-year effort.
Benefits and Dilemmas of Ethanol Blending
The government's ethanol blending program has delivered significant benefits, including clearing sugarcane farmer dues, boosting rural incomes, and establishing a reliable market for ethanol producers. However, Nageswaran and Poojari questioned the extent to which blending should progress beyond E20.
Food Versus Fuel Debate
Advancing to higher blends like E27 or E30 introduces a critical "food versus fuel" dilemma, as increased ethanol production would heavily rely on grain, potentially impacting food security. The authors also raised concerns about the environmental benefits of grain-derived ethanol once cultivation and processing costs are factored in.
Path Forward: A Balanced Approach
To navigate these complexities, the CEA and his co-author proposed several measures:
- Reintroduce a lower blend, such as E10, at fuel pumps alongside E20, offering an option for the older vehicle fleet.
- Address price and water distortions that inadvertently favor maize over other crops.
- Re-evaluate import duties on edible oil to bolster domestic self-sufficiency efforts.
- Maintain the E20 blend level until a thorough cost-benefit analysis of the "food versus fuel" trade-off is completed.
This balanced approach aims to mitigate public apprehension, protect existing vehicles, and ensure sustainable energy and food policies for India.
