Experts emphasize that consumer trust, fostered through transparent testing and vehicle compatibility, is crucial for long-term success, a lesson India can learn.

India's ambitious ethanol blending program has seen rapid progress, pushing towards a 20% ethanol blend (E20) target by 2025-26. This fast-paced transition aims to reduce crude oil imports and promote cleaner fuels. However, a closer look at Brazil's decades-long ethanol success story reveals a fundamentally different approach, one built on consumer trust, choice, and extensive technological development.

Choice Versus Compulsion: The Brazilian Model

In Brazil, motorists have the freedom to choose between pure petrol and ethanol, or a blend, at the pump. This decision is often economic: drivers opt for ethanol when its price is less than 70% of petrol, acknowledging its lower energy content. This flexibility is largely due to the widespread adoption of flex-fuel vehicles, which can seamlessly run on varying ethanol-petrol mixtures without performance degradation.

As a Rio-based journalist, Nicola Pamplona, notes, "Brazilian drivers know that ethanol is worth using when its price is below 70% of the petrol price. The introduction of flex-fuel vehicles was the key driver behind the industry's success." This empowers consumers to make choices based on price or environmental considerations, fostering confidence in the fuel system.

A Century of Gradual Evolution vs. A Decade of Rapid Rollout

Brazil's ethanol program evolved over nearly a century, marked by gradual policy phases and robust collaboration between government, national oil company Petrobras, and automobile manufacturers. Each increase in ethanol content, from E20 to E30 and beyond, was preceded by extensive engineering trials, with findings made publicly available. This meticulous, transparent process built a strong foundation of consumer and industry confidence.

India, in contrast, has compressed much of this journey into the last decade. While pilot projects began in the early 2000s, significant momentum for nationwide blending only accelerated after 2021. The country achieved 10% blending in 2022 and rapidly advanced its E20 target, leading to a swift rollout across fuel stations.

The Importance of Transparency and Testing

Experts like Luiz Augusto Horta Nogueira, former technical director at Brazil's National Agency of Petroleum, Natural Gas and Biofuels (ANP), emphasize that rigorous testing, not just blending targets, formed the bedrock of Brazil's success. "We took almost a century to do that and India has done it in five years," he observed, stressing that "Consumer confidence is really an issue to be tackled seriously."

While Indian industry bodies like ARAI and SIAM state they conducted tests before the E20 rollout, detailed vehicle-specific findings have not been widely publicized. The Ministry of Petroleum and Natural Gas has acknowledged that vehicles not originally designed for E20 may experience a slight reduction in fuel efficiency, a concern voiced by motorists who report decreased mileage after switching to E20.

Technology Matters: Flex-Fuel Readiness

Brazil's ability to consistently raise ethanol blends is underpinned by its vehicle fleet, where nearly three-fourths of passenger cars are flex-fuel models. This technological readiness gives policymakers confidence to adjust blending mandates without adversely affecting motorists.

India is still developing this ecosystem. While automakers have started producing E20-compatible and flex-fuel models, a large portion of the existing fleet consists of conventional petrol engines. The lack of widespread multi-fuel dispensing infrastructure further limits consumer choice at fuel stations, making India's transition primarily supply-driven rather than demand-led.

Ultimately, while India's ethanol program has achieved significant blending gains, Brazil's experience underscores that long-term success and widespread adoption depend heavily on fostering consumer trust through choice, robust technology, and transparent, extensive testing.
