The Andhra Pradesh government has initiated a significant step towards strengthening educational equity by forming a 16-member state-level committee. This panel's primary objective is to review and amend the existing guidelines for providing 25% free admissions to students from economically weaker and disadvantaged sections in private unaided schools, as mandated by Section 12(1)(c) of the Right to Education (RTE) Act, 2009.
Committee's Mandate and Composition
Principal Secretary of School Education, J. Shyamala Rao, issued the orders for the committee's formation. The panel will conduct a comprehensive study of the RTE Act, the specific Andhra Pradesh RTE rules, relevant Supreme Court verdicts, and guidelines from the National Commission for Protection of Child Rights (NCPCR).
Chaired by the Director of School Education, Sameem Ansaria, the committee includes the Director of Samagra Shiksha State Project as Member Convener. Its diverse membership comprises directors from various departments within the Education Department, the NTR District DEO, Bapatla MEO, legal advisors, a representative from an NGO, and a representative from the Private Schools Association. Notably, parents of two students admitted under the RTE Act will also be part of the panel, ensuring a ground-level perspective.
Goals for Equitable Education
The government aims to amend the current rules to ensure their strict implementation, aligning with directions issued by the NCPCR following a Supreme Court verdict from January 13. The committee is tasked with recommending new policies that promote transparent online admissions and ensure clear disclosure of seat details and fee reimbursement processes.
Furthermore, the panel will identify practical and legal challenges faced during the implementation of the law and propose effective solutions. A crucial part of its mandate is to suggest robust measures to prevent any discrimination against children who secure free admissions in private schools, fostering an inclusive and supportive learning environment for all.
