The operational challenges faced by IndiGo in December 2025, including poor planning and crew mismanagement, were a significant catalyst for the spike in complaints. The crisis, exacerbated by the implementation of new pilot duty norms by the Directorate General of Civil Aviation (DGCA), resulted in over 5,000 flight cancellations within just a few days.
Following the widespread disruptions, IndiGo was directed by authorities to reduce its capacity by 10% and recruit more pilots to stabilize its operations. The fallout from the crisis also led to the departure of the airline's CEO, Pieter Elbers.
A Growing Trend of Passenger Grievances
Data from the Ministry of Civil Aviation reveals a concerning trend in refund complaints:

In response to the escalating number of complaints and to enhance passenger-centric governance, the Ministry of Civil Aviation (MoCA) has established a permanent 24x7 Passenger Assistance Control Room (PACR). This control room integrates MoCA, the DGCA, the Airports Authority of India (AAI), and various airlines.
The PACR's mandate is to monitor flight disruptions, baggage issues, and refund processes in real-time, aiming to ensure faster grievance redressal and improve the overall experience for air travelers across the country.
